You registered Tom while he was on USB power. As a result, Tom now acts as a router with which other modules talk to Adam via Tom. As a router, Tom uses more energy.
Go via the app or the web interface (connect.plugwise.net) via the menu to Layout> Zone with the Tom> Tom
Click Delete and then Delete from network.
Re-add Tom to the network while it is powered by batterie
